Coaldale Town Council Approves New Golf Cart Bylaw

The Bylaw will allow residents in the neighborhoods of Fairway Drive, Westgate, and Cottonwood, to drive golf carts to and from Land O’ Lakes Golf and Country Club.

During its February 3, 2025, Regular Council Meeting, Coaldale Town Council unanimously approved Bylaw No. 911-R-02-25, which will allow residents in the neighborhoods of Fairway Drive, Westgate, and Cottonwood, to drive golf carts to and from Land O’ Lakes Golf and Country Club

In June of 2022, the Town learned that its previous golf cart bylaw was inconsistent with the Government of Alberta’s Traffic Safety Act. As a result, during its June 28, 2022, Regular Council Meeting, Coaldale Town Council was forced the repeal the bylaw, which was originally passed in 1987 for the purpose of regulating and controlling off-highway vehicle traffic (i.e. golf carts) on Fairway Drive – the street located within the housing development of Land O’ Lakes Golf and Country Club.

Since then, the Town of Coaldale has advocated for an amendment to the Traffic Safety Act to rectify the situation – which the province made in May, 2024, thereby paving the way for the creation of an Alberta wide, 5-year long, golf cart pilot project. 

“As a Council, we’d like to once again thank MLA Grant Hunter and Minister of Transportation and Economic Corridors, Devin Dreeshen, for listening not just to Coaldale’s residents, but to Albertans from across the province who’ve long advocated for a pilot project like this one,” said Town of Coaldale Mayor, Jack Van Rijn. “By participating in this pilot project, residents living in neighbourhoods adjacent to the golf course will be able to drive their carts to and from the course – without having to fear being ticketed by local law enforcement. As I said in October, this truly is a win for everyone involved – Coaldale residents, municipal enforcement officers, our local golf course, Coaldale Town Council, and the Government of Alberta.”

With the approval of Bylaw No. 911-R-02-25, residents in the neighbourhoods of Fairway Drive, Westgate, and Cottonwood will now be able apply for a golf cart permit at the Town Office, well before the 2025 golf season begins. Each applicant will be provided a copy of the Bylaw, as well as additional information pertaining to the pilot project. To obtain a permit, applicants will be required to provide the following information:

  • general contact information (name, address, postal code);
  • golf cart information (make, model, year, serial number, color);
  • insurance information (insurance company, policy number, policy expiration date); and
  • a list of authorized golf-cart operators.

Once a permit has been issued, golf cart owners will be required to attach the permit to their golf cart and make it clearly visible.
