What is the design of the multi-use recreation facility?

The designs for the multi-use recreation facility have been professionally prepared FWBA Architects based on ongoing input from residents including the Sports & Recreation Working Group, local user groups and sports organizations, current and future stakeholders, and Town Council and Administration.

What community programming will be available at the multi-use recreation facility?

The new multi-use recreation facility is the focal component of the recreation-focused community building projects that have taken place in Coaldale for the past several years. The design was strategically planned to provide multi-faceted use of the space to achieve maximum operational efficiency in terms of cost and use of the space. Upon project completion, Coaldale will see a number of creative and innovative additions to community programming that will help to ensure that Coaldale remains an attractive destination for families looking to be part of our growing and vibrant community. These activities were selected based on community input from the engagement period, details of which can be found HERE.

There is over 55,000 square feet of programmable space. Below is a list of potential activities that are being planned for in the design:

Dry sports  
     Pickleball, indoor soccer, lacrosse, basketball, volleyball, badminton, squash  
Exercise  
     Walking/running track, fitness centre with weightlifting, cardio, and washrooms/locker rooms  
Childcare and play space  
     Daycare centre, indoor play structure, outdoor play area  
Events and breakout space  
     Banquets, trade shows, special events, meetings, training sessions, parties/group gatherings  

 

What is the cost breakdown for the multi-use recreation facility

Capital 

The multi-use recreation facility now has a capital construction budget of $13 million, larger than the estimated $10 million in the 2019-2021 Capital Budget. The additional upfront construction expenses will not have an impact on future taxes; costs will be offset through reallocating budget surpluses from other capital projects, grant funding, and revenue generated through private partnership agreements. 

Although the upfront capital cost is higher than previously anticipated, the new design will allow the facility to have a higher operational revenue stream, paving a faster road to full cost recovery. With these new changes, the multi-use recreation facility is conservatively estimated to have a future annual operational surplus. The design has been developed with community and partner needs in mind and is closely related to the projected operational surplus.

Operational 

By providing a number of opportunities for dry sport leisure activities, the multi-use recreation facility has the ability for full cost recovery within the operational budget. Dry sport activities are known to provide greater opportunity for revenue opportunities than that of traditional community service facilities such as swimming pools and ice rinks which are limited in their scope of revenue opportunities and have higher ongoing operating costs, typically resulting in substantial deficits in municipal budgets. Generating a steady revenue stream in the Town’s budget through the multi-use recreation facility gives the Town the financial flexibility in the future to explore additional recreational amenities such as a pool or new sheet of ice.

  • Twisted Steel Fitness Centre has signed a memorandum of understanding that outlines a lease agreement for the 7000 square feet of dedicated fitness space in the new facility. Read more about it HERE.
