Significant progress is being made on Phase 1 of a major infrastructure project in Coaldale’s industrial sector.
Conceptualized within the West Industrial Area Structure Plan (Bylaw No. 844-P-03-22) and guided by the 845 Developments Outline Plan (July 2022), this infrastructure project is being led by 845 Developments, with Talbera International Technologies serving as the design consultant and Dennis’ Dirtworx Ltd. as the prime contractor.
Phase 1 encompasses essential subdivision work such as earthworks, grading, deep utility servicing, and road construction, along with the construction of a stormwater management facility. Key upgrades are also being undertaken to improve the Town's existing infrastructure in the area, including sanitary trunk capacity upgrades and water looping along 14th Avenue, as well as the extension of 12th Avenue to Highway 845/20th Street.
These improvements not only benefit the new subdivision but also address existing concerns identified in Coaldale’s Infrastructure Master Plan, making them a priority for the Town’s sanitary capacity and fire flow upgrades.
“Because they’re part of a much larger project, the sanitary trunk capacity upgrades and water looping being done along 14th Avenue may not stand out as that exciting, but they’re actually essential to expanding the Town’s growth horizon”, said Cameron Mills, Deputy CAO and Director of Growth & Investment for the Town of Coaldale. “With these upgrades, we’re positioning the Town to further expand its industrial sector, which will ultimately translate into more non-residential tax revenue that can be used to maintain many of the Town’s amenities and services down the line. These upgrades also contribute to increased capacity in Coaldale’s existing systems, allowing for future residential growth as well.”
Construction on the project began on June 24, 2024, and to date several significant milestones have been reached including the completion or near completion of:
• site demolitions and topsoil stripping;
• general earthworks and lot grading;
• 14th Avenue sanitary trunk upgrades and water looping;
• stormwater management facility excavation;
• utility installations for water, wastewater, and stormwater servicing; and
• major roadwork, including the intersection of 12th Avenue and 20th Street.
Coaldale’s West Industrial Subdivision project has already generated substantial investment in the Town, anchored by NewCold’s $222 million investment in a new 150,000sqft cold storage facility. While the majority of the work on the development is expected to be completed by the end of the year, certain elements – such as final grading, third-party utility servicing, site restoration, and landscaping – are likely to be completed in the spring or summer of 2025, weather depending.
