Engineering Services

Andrea Koester
Director of Infrastructure

Andrea provides in-house technical oversight and engineering support services to all Town departments. Andrea is also responsible for infrastructure assessments, creating engineering solutions to infrastructure challenges, project management, preparing RFP’s and technical reports and/or studies.

Emergency Services

Clayton Rutberg
Deputy Fire Chief of Operations

Clayton is responsible for the oversight of the Public Safety (Community Peace Officer) program and Emergency Management program. Works closely with many different stakeholders both internal and external to the town as well as non-profit, non-governmental, governmental and other communities to ensure the safety of residents and visitors to the town and surrounding areas. Clayton also is part of the Emergency Advisory Committee and the Emergency Management Agency.

Kevin McKeown
Fire Chief

Kevin is responsible for overseeing Coaldale and District Emergency Services as the Fire Chief. He leads a volunteer crew which provides emergency response to the town and a portion of the Lethbridge County area.

Mark Anderson
Manager of Community Policing

Mark Anderson is a part of the Management Team at the Fire Hall and provides leadership, coordination and supervision of the Coaldale and District Municipal Enforcement (CDME) program and the Town of Coaldale Photo Radar unit. 

The Manager of Community Policing is a key leadership position within the Emergency Services department that plays an essential role in public safety in the Town of Coaldale.


Justin MacPherson C.E.T.
Director of Operational Services

The Director of Operational Services, under the direction of the Chief Administrative Officer, is primarily responsible to authorize and organize the management of the Operational Services department and associated staff positions. This position advises the CAO and elected representatives on policy questions and refers major policy matters to these representatives for final decision. While the Infrastructure and Engineering Department is responsible for capital project management and design, the Operational Services department is responsible for the delivery of services, and the operating and maintenance of existing infrastructure.


Kalen Hastings
Chief Administrative Officer

As CAO for the Town of Coaldale, Kalen is the administrative conduit between Town Council and the Town of Coaldale Staff. He oversees the operation of the Town of Coaldale’s various departments from Community Services through to Utilities and leads the Senior Management Team. The responsibility to see that Town Council’s vision for Coaldale comes to fruition is one of the key roles Kalen fills as CAO. Kalen also oversees economic development for the Town.

Kyle Beauchamp, CPA, CA
Director of Corporate Services & Deputy CAO

Kyle is responsible for overseeing the budgetary process, the accounting of grants and expenditures, insurance matters, external audits and the Town’s Financial Services Department.

Planning & Development

Spencer Croil
Director of Planning and Community Development & Deputy CAO

Spencer is responsible for overseeing the drafting, implementation, and monitoring of the procedures, policies, regulations, and processes that relate to the growth and change of the Town’s built environment. Due to the interdisciplinary nature of planning and development, Spencer’s role also focuses on ensuring that growth and change is undertaken in a logical, efficient, and fiscally responsible manner, and that it is responsive to the needs and desires of the Town’s stakeholders (residents, businesses, organizations, and so on). Spencer also oversees Development and Environmental Services.

Community Services

Russ Tanner
Director of Recreation and Community Services

Russ is highly regarded throughout the province for his efficient and prudent approach to management and community programming. He has an impressive background specializing in management and recreation and has worked for multiple Southern Albertan communities. Russ is responsible for cultivating high quality services that Coaldale's community groups deserve while taking on large-scale projects that support our long-term growth and development.
