Town of Coaldale MPC Update; Application for Asphalt Batch Plant

At the Municipal Planning Commission meeting of January 24, 2018 the Municipal Planning Commission (‘the Commission’) considered Development Application No. 2018-001 – an application for an Asphalt Batch Plant, which ​is a discretionary use under the Town of Coaldale’s Land Use Bylaw. The application also included gravel crushing as a supportive use for the Asphalt Batch Plant.

As part of the application process, a public meeting was held at the Coaldale Community Center, with an estimated 91 people in attendance.

The Commission considered the totality of the application, the written responses it received in response to the application, as well as the verbal presentations made by members of the public during the meeting.

The Commission voted to approve the application for an asphalt batch plant and ancillary gravel crusher along with twenty-seven (27) conditions. A copy of the development permit can be found by clicking here.

​The asphalt plant and gravel crusher will be located on the northeast corner of Coaldale, at the intersection of 11th street and 11th avenue in the Town of Coaldale’s Northeast Industrial Park.  ​

In response to verbal and written feedback received from the public, the Commission placed​ two additional conditions on its decision for approval:​

1) THAT a professionally prepared Environmental Impact Assessment (EIA) be submitted and approved by the Town of Coaldale before issuance of a development permit;

2) ​THAT a detailed nuisance mitigation strategy enforceable by the Town of Coaldale be submitted and approved by the Town of Coaldale before issuance of a development permit.

As a result of its growing industrial park, the Town will be widening and paving 8th Street (north from HWY 3 to 10th Avenue) in 2019.  There are also plans to provide direct access to Secondary Highway 845 into the Town’s Northeast Industrial Park.
